When will the world appear more serious...

There is no such thing as a united world and if that is our goal then we are going to be waiting until there is a common enemy to mankind (aliens, etc) before there will be a unifying reason. Yes, survival is the only reason that peoples are allies. And if you can appear to be an ally and secretly be doing malice so that your "ally" is weakened then that is good for you. I mean China, and Russia in reference to Iran and N Korea. I hope Kim il Jong fires that missile and I hope it wakes up the world. But in the end the Chinese and Russians will not care, because they know that if N Korea messed with them they would just nuke them. But the US is held to a higher standard and the rogues of the world know that to be true. So they use it to their advantage.
